I've attached a video of the effect...

      link text

I have the snapping panel docked at the right for now. The layers panel is sized to what I want and the colour panel also.
If I move the layers panel and dock it next to snapping, all OK and you can switch back and for between tabs.
However, if I dock the colour panel below those, the layers panel extends down and forces the colour panel to the bottom of the dock.
Tearing them off the dock again, the layers panel is now the full size of the dock and the colour panel has also been resized from where it was set.

Also, I don't know if you noticed at the beginning of the vid, both the colour and layers panels were torn off and sitting on top of the artboard, but as soon as the cursor goes up to the Recordit icon on the top bar, both panels disappear - you have to click on the artboard to get them back.

      Any ideas ?

This is a recordit feature. It captures the focus away from from the active app. Same happens with other apps.

As for the docking part: not that it is good reason, but AI does the same. The Layers panel will try to take up as much space as it can. Since the Color panel is essentially empty (no spectrum), this will be moved to the bottom.

Perhaps, but you can still adjust the panel heights to suit afterwards - and it will remember - you can't in VS, once it's docked, you're stuck with it.
