For the artboard rotation, there's an option in the Artboard Options dialog called "Rotates Content". The tooltip says "Click to rotate content with the artboard". But it doesn't actually rotates the content. It just translates it to a different location.

Look at the video. When you have a grid and you rotate the artboard 30 degrees the grid also rotates 30 degrees. Furthermore, when snap to grid is enabled, the grid guides are also correctly rotated and shown at 30 degrees.

But when you draw something, it's not actually rotated at 30 degrees because its rotation is actually zero. In this case I don't see what's the point having an artboard rotation?

@pentool This seems to be a bug, the option is considered only when rotating the artboard with the artboard tool (from the toolbox).
Same happened with the position earlier.
I will try to fix this ASAP.

          …but couldn’t figure it out

@pentool Yes it is related, but it is a feature. Selecting rotated artboards will rotate to view to align the artboard for editing.
