I think the Effects > Blend > Blend menu item is a little misleading. I thought that will create a blend. Nope. That brings up the Blend panel.
Panels > Effects > Blend brings up the Blend Panel. I think adding that under the Effects > Blend menu is confusing.
Maybe either it should be removed and users can bring up the panel using Panels > Effects > Blend, or should be renamed eg "Blend Panel".
