Can't change the tooltip delay

I tried to change the tooltip delay, but it remains the same. I also tried to change it in Vectorstyler 1.2 (betá) and then it will change in the settings menu, but you don't see any different.

Does anyone have a tip how to solve this problem?

I can now change the tooltip in the betá version since the the new release from 1.2.006.
