Does the style picker not reference from locked items?

In using the style picker to change the fill color of a shape by clicking on another fill shape with a different color, it would not change. Eventually I realized that it was not referencing the color of locked items, only unlocked ones.
Is this how it's supposed to be? I'm wondering if it's better that way or not.
