I'm wondering, if the colors are global or local?

The color palette visible at the bottom of the screen (initially) and in the Color Palette panel (of Panels -> Color Palette) are local, and stored with the document.

To open a global palette, select Open Palette from the Color Palette panel menu, or the Open Palette File from the Panels -> Palette menu.
To create a new global palette, select or or more colors and save it as a palette with the Save Selected -> Format command from the Color Palette panel menu.

By global I mean changing the color, changes the color of all the objects that have it.

@Petar_MK Yes they are supported: open the Color Palette panel, double click on a color and set the Mode field (right side) to Global. This can also be for new colors added to the palette.
