      Missing something?

      Enable the "Transformed Stroke" first.

        Doesn't work.

        When
        A
        – enable "Uniform Stroke Scale" in the Transform panel menu
        – draw rectangle & scale vertically manually
        – no uniform scaling
        – looking in the Transform panel menu it is disabled by itself.
        B
        – enable "Transformed Stroke" in the Transform panel menu
        – draw rectangle & scale vertically manually
        – no uniform scaling
        – looking in the Transform panel menu it is disabled by itself.
        C
        – enable "Uniform Stroke Scale" and "Transformed Stroke" in the Transform panel menu
        – draw rectangle & scale vertically manually
        – no uniform scaling
        – looking in the Transform panel menu, both are disabled by itself.

You have to enable the transform stroke after you draw the rectangle.

Or for a default value, enable it at document level.

In VS, the "Transform Stroke" option is an object (or document) option that can be turned on/off to use the object transform (or not) on the stroke also. This is a bit different from AI, where it is a mode of operation of the transform tool.

I can't get it to work this way.
However, with a new document test it works normally as I expect (line doesn't scale with changing dimensions rectangle).
Strange is that the related settings in both document level and transform panel are the same as in the document where the problem occurred.

Send me that document where the stroke scaling did not work.

@Ayo Found the issue. There is a stroke level "Transform Content" option enabled that will cause the other options to be ignored.
This can be disabled in the Appearance panel menu, by selecting the stroke item first.

When you draw new objects in this file, but without selecting first an existing object then the new objects are fine. Otherwise (by selecting existing objects), the new objects will also take this flag into use.

I will try to fix this issue.

Please do, because this is getting very complicated.

Toggling all kind of options, both in "transform" and in "appearance" and setting in document level until I don't understand what I'm doing anymore. But can't get it to work.

I'll continue in a new document... easier and faster.
Why lives"Transform Content" and other transform options well, in the appearance menu anyway? Are these knobs the same or different with the same name?

These are options of the style items listed in the Appearance panel.
