"Paste Below" should move pasted item to layer with selected item if applicable

To improve "Paste-Below", the object cut and to be "pasted below" should automatically be moved to the layer with the selected object to be pasted below if applicable- if that makes sense!

I did a test with this in VS using three layers of circles with the bottom layer having two overlapping circles. It seems the Paste-Below will paste below a selected object if both are the same layer as well as an object on another layer if that other layer is selected.... but if I simply select a shape on another layer to paste behind but do not select the layer it resides on, it will not paste below. Sometimes it seems to do so, other times it will not.

Am I missing a step? Ideally I'd want the cut shape to be pasted below whatever other shape is selected, no matter the layer it is on
