Paste selected items inside new layer

I was thinking about an option to quickly capture loose items in the layers panel and get them inside of a layer. If I have a number of loose items selected and then click on the "new layer", it could place those items inside that new layer. maybe a right click with option to "paste inside new layer" on the new layer icon?
