Replace "Create Layer" tab with "Artboard options"

I'd rather see "artboard options" here than either one of the two layer controls. If I had to pick I'd say get rid of "Create Layer" as that's almost always found in the layer panel and people know to look there.

It makes more sense that I'd be looking to adjust artboard setting at this location than I would be creating a new layer. I'm altering artboard settings with almost every project because I use the artboard color to represent the shirts that I am designing on.
