Allow red dot center point to snap to other object red center points

I was trying to do some practice with rotating a repeating shape around another in VS.
In this case, I wanted to take the red dot rotational dot from the bee and place it overtop the red dot center point of the "A" below it. As I moved the red dot down, there was no way to have it snap to that second object's red dot.
To me, it would make sense to have this functionality so I could easily guarantee the first shape was accurately being rotated around the lower shape -
