Snapping while Ctrl key is pressed

I could not get snapping working while Ctrl is pressed to constrain the proportion of the object. Does Ctrl key disables snapping options?

@Jayanta-Das Yes, on Windows Ctrl temporarily disables snapping.
This can be configured in Preferences->Modifier Keys with the "Skip Snapping while Drawing" and "Skip Snapping while Changing" options
