Union: difference between the "Context panel" & the "Path" panel

Just experimenting & I don't understand the difference between:

• the CP : it is working as intended

& the PP: not functional

seems only be different with open filled Paths
filled closed shapes works in both ways.

i think that could be a bug, in my tries
both filled open Paths disappears when
i use Union on Path Panel
