No panels on startup, opening a backup copy does not work

A few days ago I started having a problem with the panels. They do not load on startup - I have to import them each time from a saved file.
In addition, when the VS crashes, loading the backup does not work. A popup window appears, but confirmation does not trigger any action. I'm able to run file from Backup folder manually.Edit:

@encart After updating to 1.1.093 or before that?

@encart Not sure what could cause this, but one thing to try is to remove all the VS user data from the Application Data folder (backing up the license file first).

I have the opposite - a lot of panels opened and a few panels ticked (since I work on VS - from version 1.1.06x):
