Snapping Gap vs Snapping Tolerance

There's a Snapping Gap checkbox in Preferences > Editing Options 1. This seems to work. If you adjust it, you can see the result of how objects snap to each other.

There's a Tolerance setting in the Snapping Panel. This doesn't seem to have any effect on snapping. How do these two relate?
