Image Limit Cannot be Set Below 8 MB When Exporting

If I set the Image Limit to 1 MB, it will return to 8 MB after clicking another tab in the Export window. For example, after setting the Image Limit, click the Options tab, then click the Image tab again.

I need to limit the image size to make the PDF smaller.
