Arrange toolbars horizontally

Hi,
Is it possible to make the software arrange the toolbars next to each other as shown in the figure?

@VectorStyler The function here allows the entire toolbar to be moved to the top for fixing. It would be perfect if individual specific tools can be fixed on it one by one.

That can only be done by grouping tools / actions using the Customize Toolboxes. You can create new toolboxes with the customize view.
