Rotation pivot placing in the center after rotation

As in the title I said I can't place the rotation pivot back in the centre of the object after placing somewhere else and rotate. This issue is seen in single object rotation also.

@Jayanta-Das Looks like there is an issue with snapping the rotation pivot. This can be replicated.
