Problems with minimising panels to bars.

The problem occurs in the latest build. Double click minimises the panel and restore it instantly. If I want to keep it in the form of a bar, the release of the second click has to take place outside its area.

I have done workspace reset but problem persists.

@encart this is not an issue on the mac (just tried it) so it might be a windows bug

I see that issue on Windows.

On macOS I instead see some weird behavior - I find it hard or impossible to resize panels. Something seems to be different when adjusting the layers panel. It exibits some other weird or correct behavior - compared to other panels.
