Inconsistent mouseUp/Down events on dropdown menus

Taking the Stroke panel as an example, the Cap dropdown will open on mouseUp while the Arrow dropdown just below that on mouseDown. This happens throughout the app where dropdowns are present, some are opening on mouseUp which isn't the expected behaviour.
Is this the case for everyone else or is it a platform specific thing? I could list the problematic ones if needed.
