Panel with long title is jumping when moved

When you have a preset panel with a long title and you adjust the panel size so the title won't fit, there are 2 issues:

1. The panel title will keep jumping left for the first click then back to the right on the second click. This will repeat every time you click on the title. Long titles cover the panel's close and panel menu icons.
2. When click on the title and start dragging the panel, it will abruptly jump to a different location.

In my case I have a custom action preset panel with the title "VectorStyler - Axonometric Transformations". If the title is too long or if there are multiple panels docked together, there's a little dropdown icon and when you click on it, it will show the panel title. Maybe that's enough. The user can also size the panel to show the full name if needed. I think these two options are sufficient for the panel title. This way the title won't jump back and forth when you click on it and it can just clip to the title's tab size.
