VS not retaining saved custom preferences file on restart

I checked this a few times and it was an issue each time. replace the default settings with a custom settings file and then quit and restart VS and it's reverted back to the default

I've been using custom preferences for awhile now and I have not experienced this so far. Usually when I have to reset something, install a new version (which seems to reset the preferences) I load it back and it stays there for me.
How did you "replace" the default settings? You dragged your file into a folder using the Finder or you used "Preferences > Presets > Load from file" option?
