Layer panel scrolls too fast ...

Hi:

When trying to move an object from one to another layer, the existing layers above and below the currently selected layer scroll uncontrollably fast in both directions. It is impossible to move objects to the intended layer using mouse-controlled drag-and-drop. This is happening on macOS. Would it be possible to resolve this problem?

Currently, the only way to mitigate this issue is to isolate and maximize the height of the Layer Inspector, so things do not have to scroll. Unfortunately, this is not a working solution for complex projects with many layers. Accidentally dropping the object into the wrong layer causes many problems. The situation can sometimes wreak havoc, when trying to correct one resultant object misplacement leads to a cascade of other misplacements.

@_NM_ I reopen this issue. I did change the scrolling speed, but it seems that it is still too fast.
