Tooltips are intermittent/slow to appear

I included two videos that show different versions of the behavior since it seems to change itself up:

This is intermittent responsiveness throughout the interface and it can reproduce in the same areas with there being new, adjusted delays, or in the case of the second video, no appearance of the tool tips at all.

@debraspicher In Settings -> User Interface section there is a "Tooltip Delay" option. Try making it smaller.
I could not replicate the second issue, please send me your workspace files (Help -> Workspace folder).
