Many image effects have issues when using CUDA

EDIT: sometimes this also depends on the installed CUDA driver.

- can you test if the Generate -> Noise effect is working ? (with various noise options), this is also done on the GPU.
- also: are the various blur effects working (Gaussian, motion, etc)?
