Using Save As to rename a recovery file does not work, but using the save as button does

I've noticed that when I am trying to save a recovered file, if I use the keyboard shortcut shift-command-s to "save as" and edit the name and choose a new location, i get a pop up panel (screenshot below) that tells me I cannot save to that location. If I then click on the "save as" blue button on that pop up panel, it will let me do so

@Boldline I could not replicate this issue. I tried both the the shortcut and the menu command.
