Can't seem use bucket fill tool on circles and the space between two overlapping circles

I seem to be having issues trying to fill double circles. It usually does not work and then at times it does, but it fill both the outer and inner circles. Is there a specific way to fill the space between two circles or even circles in general? Am I missing a step?

@Boldline I cana replicate this issue here also.
Select the Object -> Shape -> Clear Shape Builder State, this will reset all previous shape builder states.
