vertical toolbar drops to bottom of screen when detached

I'm running into an issue where the vertical toolbar when detached from the left side of the screen, likes to drop down to the lower portion of the screen when moved. Sometimes it can be dragged and released and it stays in the new position correctly, but other times it drops down low and partially out of view. This is not new the the most recent builds. I noticed it in at least build 79.

@Boldline I cannot replicate this with the default workspace settings.

@VectorStyler do you still have the copy of the workspace settings I sent the other day? or I can resend them?

@VectorStyler I just tested this on my laptop with my customized settings, the same issue occurred with the toolbar dropping low.
When I returned VS to default settings and tried again, it worked correctly. So I'll email you my settings file. -
@Boldline I tested with the previous settings file and cannot replicate it.
Send me the ones where this occurs.
