Using shift modifier while using the color picker and then create a shape, the shape begins as one color and then switches to another

I'm running into an issue where if I choose a color using shift modifier while using the color picker and then create a shape, the shape begins as one color and then switches to another. Here is a video showing this happening

@Boldline I tried but could not replicate this.
What is the active tool when picking the color?

Save a file after creating the rectangle and send the file to me. I want to check its attributes (might be something else causing this).
