Tooltips in panels no longer shown after one button activation (Win port)

Minor bug in Windows port

• Activate properties panel, for example
• Hover pointer over Show ruler button
• Tooltip displayed
• Click the button
• Ruler is displayed
• Hover another button
• Tooltip not displayed
• Then move pointer outside panel window
• ... move pointer inside panel window again
• Hover pointer over another button
• Tooltip displayed

I don't know if the root cause is the same but I see this issue everywhere I go in VS, and after a bit of googling I found this example of how much confusion it can cause - dangerous during the trial
