Language option isn't shown on Windows

"Japanese options" in Text menu isn't shown or shown empty.
Is there anything I should do first?
Of course I have set Script & Language on the Character pallet. -
By the way, It's hard to select the language on the Character pallet because language list is shown at the left side of the screen though the pallet is at the right side of the window.

In Preferences -> Editing Options the "Enable East Asian Options" must be checked to show Japanese typography options.
