Top Layer View Disappears in Dartboard when object below is moved with stylus/mouse

In this example, I am adjusting the wreath on a layer below the layer with the plaid cow skull. each time I move the wreath group on the object below, the top layer disappears temporarily while it's being moved. This does not occur if I am moving it with the arrow keys.
Is this related to the way VS redraws all layers each time something on one layer gets updated?

I saw the same behavior here but after restarting VS I cannot reproduce it.

Issue came back and could easily be reproduced after restart. I e-mailed @vectoradmin some files.
