Pressing the Alt/Option key while dragging a handle does not enable a different length and direction for the outgoing handle.

@encart In the new version Alt/Option-dragging a Bézier handle scales both handles of the node proportionally.

You can however press L and the node of the handle will be changed to cusp. Or select the node and press L.

@encart Is this in the Node (path editing) tool or in the Pen (path drawing) tool?

The problem could be that these two tools shared this key, and now they should not.

@encart yes, the key has been disabled for this purpose, and this is a regression. will be fixed in the next build.
