Single letter shortcuts not configurable in Application Shortcuts

I tried to assign C and S to cusp and smooth node in the Application Shortcuts dialog. They were already in use so I removed them from their current assignment. However, I cannot assign single letters as shortcuts here, just these.

Also:

• Shift-Control-S was available here, as you can see, but in reality used by Save As, so it didn't work in reality
• The term "Option" is used in the list in the Windows port instead of Alt
