Control-B pastes below, regardless of if a selection was made to specifically paste below

I would like to see Control-B (paste behind) to be a completed command whether or not a selection to actually paste behind is chosen prior. With Illustrator for example, if a selection is made prior, it pastes it below that selection as expected. If no selection is made prior to paste behind, it gets pasted anyway, but behind everything on that layer
