Problem with selecting object by dragging

Are there any situations where dragging doesn't work at all? I can not select multiple object by drag. Have no feedback from app, red rectangle does not appear. In the new build I have such problems, but I do not know if the problem is in VS or if it is caused by external applications. The first option is supported by the fact that after restarting VS everything returns to normal.

@encart What is the active selection tool in the toolbox, when this occurs?
If you encounter the issue, make a screenshot of the toolbox, and upload here.For example: dragging will not work if magic wand is active.
