Brush tool defaults away from top plain brush

VS defaults to the second brush in this list and any time I attempt to use the plain brush at the very top (#1), it reverts back to the rougher brushes below. Here is a video of it - though halfway through it did stay with the intended brush for a while until I tested using a grungier version again and switching back - which caused it to not cooperate again
this is not a new issue, it's been this way for a while - I say that only to help speed up finding where the issue lies.
