Stroke panel not registering stroke sizes under 0.01 - same issue with using the bracket keys

I noticed when I am trying to adjust the stroke panel size - it will not go below 0.01 - even though I have added custom sizes below that amount in the preferences panel. The same is true with the bracket keys - it jumps downward from 0.014 to 0.01 to 0.00

@Boldline There is a Preferences -> Number Editors -> Limit Precision option: should be enabled by default but it is not (regression), if disabled, the precision should be better.
