Text Labeling Options - Bullets, Numbers not working

Hello,
I was attempting to add bullets to some text.

1. The interface (as seen in the image below) looks like it is not displaying correctly.
2. The preview is on but the bullet does not display. Hitting "Ok" does not add the bullet.
3. I successfully added the number "1" using the Labelling Options > Type > Numbering option (second text line in the image below), but the > Formats option only displays the "1, 2, 3, 4..." Other options, like "a, b, c, d..." do not display at all.
