Sometimes the shape tool does not create a shape on the canvas

I've noticed this since the newest build (28) was released- If I'm using session of VS that has been open for a long period of time, creating fill shapes on a new document will not create the shape as expected. I can draw out the marquee but nothing stays. You can see that in this video.
If I go to another new file, the shape will appear there and then if I return to my problem file, the shape will often again work properly.
Restarting VS fixes the problem again for a long period of time. I did not test if a refresh would fix it, I'll try that next time it's giving me the same problem -
