Panel Resizing

There is some issue in resizing panel. You can see in this video when stroke panel is open and expanded, the appearence panel goes beyond the screen and can't bring it back up manually by dragging. And If I drag the appearance panel downward it goes beyond the screen. This issue was present it the previous build 1.1.038 also.

@Jayanta-Das I will add this to the backlog. Does not seem to be a regression.

@Jayanta-Das I tested this issue, and it seems to be that in this case there just isn't enough space to have 3 panels docked on the sides.
To access the panel content, they should be undocked (dragged from their title leaf) to some available area of the screen.

After removing the other panels, still seem appearance panel cutout.
Can we have scroll bar like in properties panel in stroke panel? It seem stroke panel doesnot have scroll bar. If properties panel is dock in place of stroke panel there is no issue.
