      Some of the blur results will scale properly with the transform tool while others will warp it instead. Cone, concentric, noise, radial, and zoom all seem to have this issue in build 94

        @Boldline This is because of the Noise parameter, it is a feature not a bug.

        It is also possible to have a noise type that changes based on the position of the object.

          @VectorStyler ok that's neat and makes sense. What if the user wants to scale the size of the object after adding the noise parameter effect?

            Similar scaling changes may occur in other image effects also (for example halftone), this is how the image effects work now.

              @VectorStyler Is this something a modifier key coinciding with the transform tool could be used to achieve? I tried using the scale option Transform>Scale and that also affected the noise parameter. The fact that a blur cannot be moved after creation would seem like a detriment to using that particular blur.
              What about an option in the blur dialogue box to "lock" the blue effects so the object can be scaled lie normal without it affecting the noise parameters?

                This is not related to the transform tool. It only occurs when noise is used in an effect
