@Li-Xiao Finally, got to this one
It is not a bug (the Style creation). what happens is that it will create a brush style from the brush on the selected object, which is none (so it will be an empty brush style, or a stroke). -

Yes, it is a sort of "solid stroke" or "no stroke" on the object. Since it is a style, we must be able to "redefine" it into stroke.
