Ctl+Shift+A in the Layer panel selects all instead of deslecting.

On windows, when working on the canvas Ctrl+Shift+A deselects everything as expected, but when I have focus on the Layers panel the same shortcut selects all layers.
I think that the Ctrl + A shortcut might be taking priority over Ctrl+Shift+A in the layers panel.

@LoginError I open a bug on this, but keep in mind that selections on canvas and in the layers panel are a different thing.
