This example is not related to pan specifically, but I suspect they're related to the same input error:
This one is highly reproducible on my setup. Scenario: I open a new View and immediately switch to it to set the view at 100%. Ctrl + 1 does not work immediately and it takes several attempts to get it to work.
Note: I click the document/view tab immediately as I move to interact with it, because I have become accustomed to having to "tell" the window I am focusing on it in order for it to take keyboard input. It doesn't always immediately work, but it does help with interacting with it using keyboard modifiers such as Pan, etc.
