Unable to Create Sublayer in Layers Panel

I'm having an issue trying to add a sublayer in my layers panel, the icon for the new sublayer is greyed out, but i'm not sure whats causing that. would you be willing to look at the attached file? Andrew's Chucker Creek School logo.vstyler

@Ridgehammer I tried to replicate this, but it seems to be working here.

Try reseting the settings and workspace to defaults
