Recolor woes

Here the Video, this is the Transform Panel only
Object > Transform > Transform
but the ( Mouse wheel ? ) Problem exist in more
Number fields -
There is some Number skipping too, using the Mouse scroll wheel
and i dont understand why 0.? was using in % i am fine
with +1/-1 and using the Control Button if i need smaller steps -

Not clear what is the issue here? is it the decimanls in % mode?

Sorry, my mistake the Skew Number field is in degrees °
but the numbers steps goes like this 2.5 °, 3.8 ° etc. instead
of 1, 2, 3 ... and so on. The same goes for Rotate. -

As already said thats only happen when using the Mouse scroll wheel
in that Number fields, the arrow keys work expected counting 1, 2, 3° ect
